INCOMPLETE CLUB PERMIT APPLICATIONS
It is of concern to VicRoads that club officials are signing applications or eligibility declarations that are incomplete and handing them back to permit applicants.
VicRoads has been receiving an increased number of applications for club permits for which the Club permit application or Vehicle eligibility and standards declaration for Club Permit vehicles form was signed by the appropriate club official, but the permit applicant or vehicle details sections of the form were not completed. Because the form was not completed, VicRoads was unable to complete the club permit transaction.
It is of concern to VicRoads that club officials are signing applications or eligibility declarations that are incomplete and handing them back to permit applicants. Not only does this place clubs at considerable risk as incorrect or false details could be added after signature, but it also creates concern about the club’s processes and the ability of the club to uphold the integrity of the club permit scheme.
VicRoads is monitoring the submission of incomplete forms and should clubs continue to provide applications or forms that are signed but without all details being completed, the approval of clubs to participate in the club permit scheme may be revoked.
I trust clubs will ensure no further applications or forms are provided to members for submission to VicRoads without all details being completed.

NOTICE OF DECISION : Road Safety (Vehicles) Regulations 2021
Public Statement From The The Hon. Ben Carroll MP
I, Ben Carroll, Minister for Roads and Road Safety and Minister responsible for administering the Road Safety Act 1986, give notice in accordance with section 12 of the Subordinate Legislation Act 1994 of my decision to make the proposed Road Safety (Vehicles) Regulations 2021 (the proposed Regulations).
A regulatory impact statement in relation to the proposed Regulations was made available for public comment from 11 June 2021 until 8 July 2021 The Department of Transport received 1060 submissions.
After consideration of the submissions in accordance with section 11 of the Subordinate Legislation Act 1994, I have decided to proceed with the making of the proposed Regulations with the following amendments:
Maintaining the eligibility far club permit registration at 25 years (there was consideration of increasing the eligibility to 30 years).
Reinserting regulations relating to the Hazardous Area Authority. These requirements are to remain in the proposed Regulations until corresponding amendments are to be made to the Bus Safety Regulations 2020.
Amendment of penalty amounts for certain offences under the proposed Regulations.
Other minor, miscellaneous, and technical amendments.
The following regulatory requirements have also been omitted from the proposed Regulations. However, I intend to implement these reforms through amendments to the proposed Regulations after the proposed Regulations Commence:
Regulations which would have required vehicles over 15 years of age to be recorded on the written-off vehicles register when classified as a statutory write-off or a repairable write-off.
Requiring light vehicles or light trailers with a fixed gas fitting to present a gas certificate or gas compliance plate at the time of registration of that vehicle or trailer.
Amendment of the eligibility for registration concession by charitable or benevolent organisations.

Guidelines for VicRoads on slimline plates
VicRoads is now making same number club permit replacement number plates and same number club permit slimline replacement plates available.
VicRoads is now making same number club permit replacement number plates and same number club permit slimline replacement plates available.
Because of systems limitations they are only available for order online for permit holders who have a myVicRoads account. Replacement and slimline club permit plates cannot be ordered at VicRoads’ Customer Service Centres (CSC) . Slimline club permit plates are only available for new issue club permits at CSCs.

Guidelines for modifications to vehicles operating under Victoria's Club Permit Scheme
The Department of Transport (DoT) has made updates to several VSIs. The updates directly support DoTs continued focus on safety and will ensure road users in Victoria are safer than ever before. The AOMC has now released an update on the guidelines. Thank you to those who provided input from member clubs and club members on VSI33.
All vehicles in Victoria need to comply with specific standards to ensure that drivers and passengers are provided with a minimum level of safety. A modified vehicle must not be used on a road or road related area unless the modification has been approved by VicRoads or carried out in accordance with guidelines published by VicRoads. The Vehicle Standards Information (VSI) sheets provide this guidance by outlining vehicle standards and modification requirements for light vehicles.

Why a group of teenage girls described as 'hardcore car nuts' are converting a Range Rover into an electric vehicle

A group of 25 high school girls from Bendigo is transforming an old Range Rover into an electric vehicle as part of a new program to inspire young women to take up STEM careers.
The year-long project started last month, with students coming from four high schools in the region to work on the car at Bendigo South East College.
Already they have stripped the Range Rover and are separating the body from the chassis. They will then refurbish the interior, install the charger system and rewire the car.
Bendigo Tech School director Graeme Wiggins is running the program to encourage more young women to take up careers in STEM (science, technology, engineering, and maths).
The electric car will be rented out to the community.

Call for entries! FIVA competition marks International Youth Day
FIVA (the Fédération Internationale des Véhicules Anciens or international federation of historic vehicles) has opened entries to its annual creative competition for youngsters and the young-at-heart. This year, historic vehicle enthusiasts are invited to submit photographs, sketches, paintings, illustrations and videos on the theme of ‘Restoring the Passion’.
“After the success of last year’s competition, we are again celebrating the United Nations International Youth Day on 12 August with a creative competition,” explains Nataša G. Jerina, vice-president of FIVA. “Aimed primarily at the under-18s, we nevertheless believe that youth is a state of mind, not a number, so we’ve again included a category for more mature enthusiasts".
“If there’s one positive message that we at FIVA can take away from the pandemic, it’s the precious gift of quality time. Time spent getting back to the garage, getting our hands dirty, sharing laughter and making memories. This year, restoration has taken many forms: not only the time spent restoring our historic vehicles but also the bonds we’ve rebuilt with the people we love".
“So… we invite you to share a photograph, a sketch/painting/illustration or a video of how you ‘Restored the Passion’ this year with your historic vehicle, interpreting the theme as creatively as you can.”
The 2021 FIVA competition has three categories:

Category 2: Sketch/Painting/Illustration
Category 3: Video
Entries will be judged in three age groups: 5 to 11 years; 12 to 17 years; and 18 years and above.
The winners in each category will be promoted on FIVA social media sites using the hashtags:

Their artwork will be presented to the FIVA General Assembly, held in November, and they will be awarded a FIVA book, a FIVA vehicle plaque and a recognition diploma. In addition, FIVA’s global partners (paint specialist Glasurit, oil and lubricant specialist Motul and tyre specialist Pirelli) will reward winners with a small gift.

This annual event is held to showcase the movement Australia wide by encouraging the use of our vehicles on a particular date each year.

This year we will not be doing this, but we will be encouraging our clubs to individually promote an event on this day. We encourage our clubs to support this event as a positive way to promote the movement to the wider community.
