VicRoads has proposed a Log Book scheme to replace the existing scheme. VicRoads has submitted an outline of the proposed scheme to the Minister, Jim Pallas, for his consideration. The Minister, who is supportive of the new scheme, has authorised VicRoads that it be circulated for public comment. The document has been be sent to clubs about 19 Nov 09 with comments closing 29 Jan 10. The AOMC is supporting a 90 day logbook. The AOMC position and guidance to clubs on how to respond to the request for public comment is contained in a letter sent to all AOMC member clubs on 6 Nov 09 (see below).

Over 130 people from AOMC member clubs attended a seminar on Sat 12 Dec 09 at Monash University to put their questions on the proposed new Logbook Scheme to VicRoads Officers. VicRoads and the AOMC noted these issues for further consideration in refining the details of the scheme.More information on the VicRoads timetable and the implementation process will be posted here as it comes to hand.
Here is the content of the letter to all AOMC member clubs from the AOMC, dated 6 Nov 2009, which outlines the issues that clubs should consider in preparing their response to VicRoads.
Re: Club Permit Scheme
Dear AOMC-Affiliate Club,
When we last wrote to you in late August, the final proposals from VicRoads for revisions to the Club
permit Scheme (CPS) were due to be forwarded to the Minister for Roads and Ports for his consideration.
The Minister has now authorised its release for a final period of public consultation and VicRoads will
shortly be issuing the proposals document to vehicle clubs and other relevant bodies for comment.
At the centre of the proposed changes is the adoption of a 90-Day log book system (with a 45-Day option)
as AOMC has been supporting throughout the review. A number of other secondary changes will also be
set out, most of which reflect the position AOMC has either proposed or endorsed during the review.
Naturally, AOMC will make a submission on behalf of its member clubs, but in VicRoads view the most
important feedback will be direct from the clubs in the scheme. So it is most important that they get a
widespread response from clubs. This will be your opportunity to present a clear picture of your clubs
view on how the CPS should develop.The period for consultation will be 60 days and should therefore expire sometime in January. It is important
that you reply as soon as possible.The following suggestions are made to help your club frame its reply to VicRoads.
- Keep your letter short and to the point. Avoid lengthy dissertations on the reasons for your stance,
as simply and clearly expressed views are more likely to register.- Concentrate on the key issues (ie. the logbook concept) and make sure your clubs view is clear and
unequivocal.- If you have comments or concerns regarding other matters, ensure they are expressed as separate
from the main thrust of the proposals.- Make sure that it is clear you are responding as the Committee of your club (not just an individual)
and furthermore that you are expressing what you have established is the unanimous/majority view of
your members. If you believe there may be a significant divergence of view among your members give
details of the results of polls you have taken.- Give details of your club in terms of number of members, number of vehicles on the CPS (if
possible) and which peak body (or bodies, if more than one) your club is affiliated with.

- There are detail matters (such as logbook recorded data, some costs, definitions and so on) which
are not covered by the document. These are planned to be resolved during the implementation phase
and AOMC will continue its work in seeking to resolve such things in the interests of the movement. It
will not be helpful for a lot of focus in terms of questions or debate to be devoted to such issues at this
point. The main game is to demonstrate that the log book concept is the old vehicle movements
preferred way ahead.- We would appreciate it if you would forward a copy of your response to either myself or the
Secretary of AOMC.One important matter needs to be clarified. At this stage discussions regarding an approach to the question
of modified vehicles on the CPS are still in progress. The proposals document refers to this as being a
matter for further work. It has been treated this way so as not to bog down or delay the progress of the log
book concept. Therefore, development of the Code of Practice approach put forward by AOMC is not
detailed and is not called for comment at this point. It will be further developed over the next few months
and clubs will be informed of progress during that time, with opportunities for their input. For the moment
it has been separated from the process of progressing other areas of change in the CPS.Finally, I cannot conclude without reference to the efforts of a small group to object to and obstruct the
changes VicRoads are putting forward. It is unclear to what extent these views are held at the grass roots
level of the clubs and members who are being cited as supporting this minority view. We urge all clubs to
ensure that this opportunity to present their members views to VicRoads is put to good effect.Yours faithfully
